Dispute resolution by handgun has become, unfortunately, an increasingly common part of gang culture, driven in large part to the increasing availability of powerful handguns on the streets of our cities. For those high-priority targets and groups, the plan encourages law enforcement agencies to engage in aggressive, coordinated, and enhanced investigation and prosecution efforts.
